Dear Senators, I just heard about your upcoming vote on December 12th relating to SB 7000, SB 7002, and SB 7004 I support the concept of deregulation and many parts of your bills. However, I believe essential amendments must be made to the bills. These amendments include: SB 7000: An amendment to parts pertaining to the three-year contracts. I am a huge supporter of the idea of three-year contracts. However, there must be a cap on how many teachers are highly qualified or else the unions will try to make every teacher highly qualified. I would suggest the structure is based on a bell-shaped curve so that only between 15%-20% of teachers can be highly qualified. SB 7002: An amendment to parts relating to the school board and SBOE rules for chapters 1000-1014. As worded is a blank check for all school boards to ignore all SBOE rules for all chapters 1000-1014. There needs to be an amendment to require an external annual forensic audit for $.5 Billion or more of total budget for School districts and once every two years for smaller counties. SB 7004: There needs to be an amendment to require retention at a lower grade level if a child is scoring at a level 1 equivalency on progress monitoring exams or keep the current law in place pertaining to advancement to 4th grade. I would agree that it is too late in 3rd grade to retain a child however this should happen in Kindergarten or 1st grade if a child is scoring at a level 1 equivalency on progress monitoring exams. There needs to be an amendment to parts relating to the textbook adoption process. Currently as worded, this will undermine the adoption process of textbooks. The left is constantly coming up with new terms and concepts. For example, two years ago SEL was not as big as it is now so if the requirements that the DOE is putting out to publishers must be two years prior to the adoption of textbooks, the DOE would have missed SEL in those requirements.
