Dear Governor DeSantis, HB1 must become law. The final version of HB 1 is a bill that combines protections for minors on social media and additional protections for minors from being exposed to obscene materials, which previously were two separate bills (the original HB 1 and HB 3). Social media protections are needed for two reasons from an education standpoint. We have seen in schools fights that have been organized through social media. Also, these fights, in many cases, end up being recorded and uploaded to social media, which contributes to increased suicide rates, depression, and even grooming for the trafficking of young children. We have also seen massive amounts of bullying online. This bullying can, and in many cases, impact a child within the classroom and often threatens a student’s safety. According to Gallup, the average time spent on social media climbs from FOUR+ hours per day for 13-year-olds to as high as SIX hours per day for 17-year-olds. Also, a recent poll conducted by Cygnal found more than 67% of Florida voters favor the legislation. In addition, among parents, the poll found 69% support and 51% strongly support the legislation. This legislation is needed because minors who have access to the internet currently can see this material unrestricted, even though 847.001 and 847.012 under Florida law make it clear that minors cannot be exposed to it. In addition, as a state, we have mandated age verification by law within many areas of the marketplace. The concept of verifying an individual’s age to buy and/or access something to protect minors from unintentionally accessing said item is already a standard practice. Unfortunately, social media has become no less dangerous to the safety of minors. You have taken many steps in the past few years to ensure the protection of children, and this is the next step in this process.
