Speaker Perez, I respectfully urge you to support Governor Ron DeSantis and take up the Florida AI Bill of Rights during the upcoming special session. I understand your position that the session should remain focused on core priorities like budget and redistricting. However, recent developments make clear that artificial intelligence is no longer a future issue; it is an immediate public safety and child protection concern that warrants urgent attention alongside those priorities. Just this week, James Uthmeier launched a criminal investigation into OpenAI following reports that the accused FSU shooter interacted with a chatbot for guidance in the moments leading up to the attack. His final interaction reportedly occurred just three minutes before opening fire. This tragic event underscores that the risks of unregulated AI are not theoretical—they are already impacting Florida communities. At the same time, Florida parents remain largely powerless when it comes to AI in school settings. Despite our state’s strong leadership on parental rights, there are currently no meaningful tools for parents to restrict or guide their child’s access to AI technologies in education. Public concern is overwhelming: 77 percent of voters prefer candidates who support safeguards for minors in AI 93 percent of parents are concerned about AI use in schools 33 percent of children are now turning to AI instead of trusted adults for serious conversations These trends, combined with the behavioral influence AI can exert on young users, demand responsible guardrails now, not later. Florida has an opportunity to lead the nation once again by setting clear, balanced standards for AI use that: Empower parents with opt-in consent. Strengthen student data privacy protections. Establish age-appropriate safeguards in educational settings. Addressing AI safety is fully aligned with the Legislature’s responsibility to protect Floridians and ensure emerging technologies are implemented responsibly. This is not a distraction from core priorities; it is a necessary extension of them. I respectfully ask that you reconsider your position and allow the Florida AI Bill of Rights to be heard during this special session. Florida can, and should, lead on this issue.
